I'd want to see at least 10 websites he's designed, and I'd confirm that he actually designed them, that is, that he hadn't just copied URLs from some sites on the web and tried to pass them off as his own. The highest price I'd pay would depend on what I wanted from the website, and the relative skill of the developer.
