I used a site once where you log in and provide the specs for your project. Web developers/designers would then bid on your project — most of them seemed to be offshore (russian mostly). If accepted, the contractor would develop the project according to your spec and deliver the work ‘online’. I’d like to find sites similar to this.

There are quite a few, but http://www.getafreelancer.com is probably one of the best I have found, and their prices are what ever you set as a maximum or minimum bid. I have used them on serveral occassions for clients. Just remember to change the log on password, because as you stated, most are out of country and you do not want to leave open access to your site when they are done. Hope this helps
